Houston ISD and Performance Pay: Catalyzing a Data-driven Culture

Launched in 2006 by Dr. Abelardo Saavedra, former Superintendent of the Houston Independent School District, ASPIRE (Accelerating Student Progress, Increasing Results and Expectations) became the largest and one of the most successful pay for performance programs in the country. Teachers receive financial rewards based on student achievement results, which increased dramatically in the first two years of the program.
