Founded in 2004 with the goal of providing public school system leaders with superior strategic insights and practical solutions to the most common and pressing management challenges. Today, member school districts in The District Management Council serve more than 4.5 million students across 34 states.

The DMC membership network grows to include 100 district members.
Today
Engaging with a network of nearly one hundred District Members and serving 4 million students, The District Management Council (DMC) continues to provide premier consulting services to client districts, host stimulating events for district leaders, publish the best research, experience, and technology solutions educators need to effectively manage their schools. The team, now numbering thirty, hones its focus on the four DMC practice areas - human capital, special education, resource allocation, and strategic planning.
Superintendents' Strategy Summit on Human Capital

Annual Superintendents' Strategy Summits (SSS) have always been a central component of DMC's work since its founding in 2004. Celebrating the conference's 9th installment, the 2012 SSS assists districts in "Unleashing Your Greatest Asset: Human Capital" through two days of exercises, discussions, presentations, and
case studies.
2011
Member Spotlight
Simsbury Public Schools, Hartford, CT
Within the first year of Simsbury Public Schools' membership with DMC, Superintendent Diane Ullman launches an in-depth review of the special education programs in her district. Using systems-thinking and a willingness to challenge conventions, Dr. Ullman was able to drastically improve these services for the district's 4,700 students. Read more in our case study.
Technology Solutions Launched
DMC develops technology solutions specifically designed for school districts committed to raising achievement while keeping control of budgets. The dmDashboard is released first, and provides the tools needed to articulate, monitor, and communicate district-wide goals. Soon after, dmStaffing joins the offerings, and begins assisting superintendents in staffing and scheduling special education professionals and paraprofessionals more efficiently.

The DMC team moves to 70 Franklin Street, Boston, MA, our current location.
Weighted Student Funding Initiated in Boston Public Schools
The Boston Public Schools partners with DMC in order to adapt a weighted student funding model across the district. This decision ultimately helped the district reinforce its strategic plan to increase equity and access although tough decisions needed to be made along the way. Read more about the initiative here.
2010
Project COACH Takes Off in
Hamilton County, TN
Feeling inundated by paperwork and frustrated by insufficient results, Hamilton County partners with DMC to overhaul their teacher evaluation system. Together, they develop Project COACH, an innovative evaluation system focused on developing teachers, articulating performance levels, and providing useful and consistent feedback.
Member Spotlight
Baltimore County Public Schools, Towson, MD
BCPS joins the DMC membership network and soon appears within the pages of The District Management Journal for an innovative public-private partnership Superintendent Joe Hairston facilitated in the district. Through goal-setting and strategic alignment, Hairston created a symbiotic partnership whereby all included entities have something to gain.

2009
DMC Hosts Management Institutes
The team spends an extended period of time with the Boston Public Schools in DMC's first-ever Management Institute. Working from the belief that the best way to develop leaders is not to teach leadership
and hope for the best, but rather to ask people to lead projects and achieve real performance results, the DMC team designed a professional development program for the leadership of Boston Public Schools. Each leader was assigned a small project with measurable results and provided a support structure of colleagues. The participants, through the innovative program, were able to solve small, short-term problems as well as gain long-term leadership skills. The success of the program prompts Springfield Public Schools to initiate the Management Institute with DMC a short while after.

Journal Launches
The District Management Journal appears on superintendents' desks for the first time in Spring, featuring articles like the DMC classic "A Win-Win Approach to Reducing Special Education Costs". First published twice a year - now a quarterly journal - The DMJ makes DMC's knowledge more accessible to district leaders.
2008
Individual Membership Option
Made Available
DMC launches the individual membership option, enabling district leaders to advance their careers through DMC research
and conferences.
Human Capital
DMC hosts events on human capital throughout the year, featuring topics like succession planning and on-the-job leadership development.
Start of DMC Consulting Services
The team launches its consulting services and begins working one-on-one with district partners to implement best management practices. DMC also begins its special education practice with the aim of maintaining and increasing special education achievement while reigning in skyrocketing costs.

Community Engagement
with Districts
Communications with stakeholders and engagement with students' families are major focuses for DMC. The team publishes The Brand Promise: Communications as a Strategic Asset and hosts conferences that reimagine how parents can participate in districts in ways that encourage higher achievement from students.
2006
Member Spotlight
Houston Independent School District, Houston, TX
DMC partners with Superintendent Abelardo Saavedra to implement a Performance Pay Program in the Houston ISD. The result is a transformation from a highly impoverished, underperforming district to an exemplary model of education. By instituting a Pay-for-Performance model, the culture of the district changed in a way that dramatically increased student achievement. Building brands and aligning stakeholders are two major focuses for the DMC team, who continue to publish books featuring best practices in management as applied to
superintendents' responsibilities.
Supporting Implementation
DMC launches a conference with a focus on supporting implementation in partner districts, aiming to facilitate a successful transition of knowledge into measurable results.

Superintendents gather with the DMC team in Cambridge, Mass. to discuss how districts can align goals and incentives with district objectives. Participants explore topics including differentiated pay for staff, weighted student funding, and cultures of quality.

DMC is founded on the conviction that instituting best management practices more conscientiously will help school districts thrive in tumultuous political and financial climates. Founder John Kim believes that, by partnering with districts and helping superintendents strengthen their management capacity, DMC can raise student achievement and improve operational efficiency in districts across America.
2003
The New Normal
Public schools across America find themselves struggling to adjust to changing times. Even as schools increase spending, achievement rates stagnate throughout the country. With the No Child Left Behind legislature increasing the accountability of schools and allowing students to transfer to charter schools if needs are not being met, public schools feel added pressure to deliver. How can superintendents meet ambitious achievement goals in their districts while the costs for maintaining existing staffing and programs continue to increase? Drawing from his experiences in consulting firms, entrepreneurial projects, and various school districts, John Kim begins to develop a vision of a solution.
